Revising the Neighborhood Revitalization Program to Include all of Andover

The City Council is interested in a revised NRP compared to a New Home program, like the City of Wichita has just instituted. Here's why expanding the current NRP seems a better idea:
• Includes ALL of the City of Andover.
•Can benefit existing homeowners.
• Includes commercial properties
• All local taxing entities can be included (Butler County, USD 385 and Butler Community College), not just the City*
*Each of the local taxing jurisdictions must vote to amend current NRP inter-local agreements. Although it is possible an entity will not approve the plan, the City does not have current reason to believe this will occur. If one entity opts out, the others can still be part of the program. At a minimum, the City mill levy will be rebated.
