1. What is Alert Andover?

Alert Andover is a "reverse 911" hybrid mass notification system to send both emergency and informational messages to citizens and businesses who have "opted in" to the program.

2. What does "reverse 911" hybrid mean?

First, Reverse 911™ is a brand name. Similar to "Google" it has been used generally, but it is a specific product name. In the original "reverse 911" system, a 911 Central used the registrations of home land-lines to reverse call from the 911 center to the homes. Today, less than 50% of households have traditional land-lines. Cell phone and Voice over IP phones are not available for a 911 center to use. Therefore, Andover has chosen to use Everbridge, and we populated our database with a commercially available "white pages" listing. While this is far from complete, it is a starting point. We combine that with an "opt-in" portal that allows citizens and businesses to register any number and/or address they wish to receive our Alerts.

3. If more than one person registers an address, will we receive multiple Alerts?

Maybe... Alert Andover will cross reference addresses with registered users. If several users have registered the same phone number, such as a home phone, the home phone will only be called once. However, if several different users at the same address have registered different cell phone numbers, each cell phone will receive its own Alert.

4. I received an Alert, now what?

If you received an Alert, and received it in the correct manner (phone call, text, email), act on the information as needed. Do NOT call 911 unless instructed (or you have a direct emergency). Communications Officers may be busy handling the situation that prompted the Alert. The Alert should include necessary information and/or directions.

If you did not receive the Alert in the correct manner, contact 316-733-5177 ext. 0 and leave a message that your contact information needs correct and someone will return your call when possible to assist you.

2. Can I drive my ATV/Golf Cart/Utility Vehicle on City Streets?

Building permits need to be obtained before constructing fences, sprinkler systems, remodels, additions, sheds and many other projects. 6. What is the current sales tax in Andover?

The current sales tax in Andover is 6.55%. The City has dedicated 1% to street rehabilitation. Effective July 1, the State adds an additional 1 cent.

7. Where do I go to get a driver's licence or Kansas State ID?

The Driver's License station is located in the Andover Square Shopping Center (111 W. Central Ave.) The phone number is 316-733-0106. They are closed on Mondays.

8. How do I reserve a building in one of the parks?

While you do not need a permit, you should call City Hall at 733-1303 to verify that you are not about to dig in a utility easement. This simple step can save you headaches and cost!

Fire Department

1. Do I need a Burn Permit

Yes you do. Burn Permits may be obtained from either calling the Fire Department at 733-1863 or by stopping by Headquarters at 911 N. Andover Road between 7AM and 5PM 7 days a week. The permits are free of charge and require a site inspection prior to burning. Burn Permit

2. What are the Fire Department Hours?

Andover Fire is staffed 24 hours a day 7 days a week. The department business hours are from 7AM to 5PM 7 days a week. If you have an emergency please call 911. The headquarters phone number is 733-1863.

3. Can I get my blood pressure checked?

Yes you can. Stop by the headquarters station at 911 N. Andover Road between 7AM and 5PM 7 days a week and a member will be happy to assist you.

Police Department

1. What do I do if my street light is out?

Call the Andover Police Department at 316-733-5177 ext. 0 and report street lights out. An officer will be sent out to confirm the correct pole and we will provide the information to Westar. The Police Department will follow-up that Westar has made the repair after 3 days.

2. May I "opt-in" to be notified if my garage door is found open overnight?

Yes! The Andover Police Department may make a note for an address that the homeowner wishes to be contacted if their garage door is found open during the night. Call 316-733-5177 ext. 0 if you wish to "opt-in".

3. Can I place my garage sale/real estate/business sign in the easement?

Signs are not allowed to be placed in the easement (usually the street side of the sidewalk). Signs placed in the easement are confiscated and may be claimed within 30 days for a $20 fine. After 30 days, the signs are destroyed. Questions may be referred to the Police Department. City Sign Policy

1. Can I volunteer and recieve community services hours?

The Andover Senior Center is a wonderful location for those who are in need of community services hours. You can serve as an individual or as a group. If you need a report for your services hours we would be happy to provide one for you. Boy Scouts, Girl Scout, High Schools and Home Schooled are encouraged to volunteer.

Stormwater FAQs

1. Isn't stormwater runoff natural and harmless?

The rain is not to blame for the stormwater runoff problems. In fact, rainfall is completely natural. The problem is the pollution that contaminates runoff during its journey over roads, parking lots, and other impervious surfaces. Stormwater can also pick up fertilizers and chemicals from lawns and landscaped areas.

2. How can I get involved?

3. What kinds of pollutants are found in the stormwater system?

Oil, paint products, pesticides, fertilizers, antifreeze, human and animal waste, and styrofoam cups are only a few of the many pollutants that can be found in the stormwater system.

4. What is NPDES?

5. Does the City have to follow the same rules?

Yes, all operations of the City are treated the same as a private individual.

6. Is it okay to wash or sweep leaves, grass, soil, and/or other natural elements down the storm drain?

Grass and leaves repeatedly swept or washed into the storm drains can become a breeding ground for rodents and insects and can clog drains, causing localized flooding. Plant matter washed into bodies of water deprives aquatic life of oxygen as well. Soil is easily washed into storm drains when it rains and is a serious problem at many construction areas. This sediment clouds water and destroys aquatic habitats.

7. Why should I care about what goes down the storm drain?

Everyone should be concerned about stormwater quality becuase what we put down the storm drain ends up in locations used for drinking water and recreation areas. Everyone lives downstream from someone.

8. What Is Soil Erosion?

The wearing away of land surface by wind or water. Erosion occurs naturally from weather or runoff, but can be intensified by land-clearing practices related to farming, residential or industrial development, road building or timber cutting.
