Captain Justin Phillips was hired as Patrol Captain of the Andover, Kansas Police Department on February 9, 2009, after serving more than 13 years at the El Dorado, Kansas Police Department. While at the El Dorado Police Department, Captain Phillips earned the rank of Lieutenant and was the supervisor for the Criminal Investigations Section when he left El Dorado.
Captain Phillips is a graduate of the 234th Session of the FBI’s National Academy and a graduate of the 2005 Kansas Police Administrator School. He also holds a BS in Criminal Justice from Friends University.
