DEPARTMENT SERVICES DURING COVID-19 CLOSURE
After careful consideration and to ensure the safety of City of Andover residents and employees during the state of emergency declared by Governor Laura Kelly and the Butler County Board of Commissioners, the City of Andover Building & Inspections Department is suspending all non-essential inspections until further notice. The Building & Inspections Department will resume normal operating procedures when the current COVID-19 state of emergency has passed. The suspension of select inspections is for the protection of the public as well as Building & Inspections Department personnel. Please carefully review the following details:
New Contractor Licenses, Building Permit and Plan Review Applications
Acceptance of new contractors licenses, building permits and/or plan review applications are being accepted via email: email@example.com, fax: 316-977-9482, U.S. Mail, or in the drop box located at City Hall. Applications must be made on forms provided by the City of Andover Building & Inspections Department at the bottom of this webpage. Payment for permit fees in the form of check, electronic check or credit card must accompany applications in order to begin processing. We will continue to assess this function and revise as resources become available and circumstances evolve. Exceptions may be made for emergency work and/or repairs at the discretion of the Building & Inspections Department staff.
Residential Building Inspections
Building inspections that take place inside an occupied residence have been suspended until further notice. This includes water heaters, furnaces, interior remodeling work, etc. New build residential inspections will be conducted at sites and/or structures that have been cleared of workers only and only as adequate Personal Protective Equipment remains available.
Commercial Building Inspections
Building inspections that take place inside an occupied commercial structure have been suspended until further notice. New build commercial inspections will be conducted at sites and/or structures that have been cleared of workers only and only as Personal Protective Equipment remains available.
Outdoor inspections necessary for building permits not associated with a new build residential or commercial building permit will be conducted at sites and/or structures that have been cleared of workers only and only as Personal Protective Equipment remains available. Examples include: swimming pool, underground plumbing, demolition, etc.
Inspections may be completed on a case-by-case basis via photos, FaceTime, Skype, Zoom or other means of technology, at the discretion of Building & Inspection Department staff.
Inspections will only take place on Wednesdays and Fridays until further notice. We will continue to assess this process and revise as resources become available and circumstances evolve. Inspections will be scheduled on a first-come, first-served basis and as Building & Inspections staff's time allows.
Requesting an Inspection
Requests for inspections must be submitted via email: firstname.lastname@example.org. Requests not emailed and/or requests that do not have all of the required information detailed below will not be processed. Requests must be sent 24 hours in advance of the requested date for inspection. Once placed on the schedule, the requestor will be notified via email of which date the inspection is scheduled.
Email inspection requests must contain the subject line “Request for Inspection” and include the following information:

Notice of Arrival
Inspectors will provide 10 minutes’ advance notice of arrival so that sites to be inspected can be cleared of workers. Failure to clear the site will result in a failed inspection and the inspector leaving the site immediately.
Building & Inspection Department staff may refuse any inspection based on various site-specific concerns related to their safety.
We understand that these measures may feel restrictive to your business and/or your customers; however, we appreciate your understanding of the City’s efforts to help keep our employees, our employees’ families and the community safe.

Permits are not approved and no work is authorized until the permit application submitted has been signed by the Building Official and/or the Zoning Administrator.

**Permits are required for any owner or authorized agent who intends to construct, enlarge, alter, move demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, remove, convert, or replace any electrical, gas, mechanical, or plumbing system, the installation of which is regulated by the City of Andover, or to cause any such work to be done, shall first make application to the building official and obtain the required permit.
