Registration Information



This is an informational guide to the City of Andover’s ordinances governing the operation of certain special purpose vehicles.
This guide is specific to the City of Andover and other cities and rural areas may differ on legal requirements.

Registration Information

To Register a special purpose vehicle with the City bring proof of liability insurance along with information on the vehicle’s make, model and serial number or vehicle identification number to the Andover Police Department.

A one-time $25 registration fee per vehicle will be collected at the time of registration.

All Terrain Vehicles

All Terrain Vehicle
Defined as: any motorized non-highway vehicle 50 inches or less in width, having a dry weight of 1,500 pounds or less, traveling on three or more non-highway tires, and having a seat to be straddled by the operator. As used in this definition, non-highway tire means any pneumatic tire six inches or more in width, designed for use on wheels with rim diameter of 14 inches or less.

All Terrain Vehicle
Requirements

  • Cannot be operated on streets of posted speed limit in excess of 25 mph
  • Is not prohibited from crossing any public highway, street, road or alley.
  • Operation only between sunrise and sunset unless equipped with lights and reflectors
  • Must have at least one rear view mirror
  • Must comply with noise and muffler requirements as set by KSA 8-1739
  • must have liability insurance coverage
  • Driver must possess a valid, unrestricted driver’s license.
  • Comply with all traffic rules and regulations
  • Driver or passengers under the age of 18 must wear a helmet
  • Must register with the police department
  • The registration decal must be visibly displayed on the rear of the ATV

Golf Carts

Golf Cart
Defined as: Any motor vehicle that has not less than three wheels in contact with the ground, an unladen weight of not more than 1,800 pounds, is designed to be and is operated at not more than 25 miles per hour and is designed to carry not more than four persons including the driver.

Requirements

  • Cannot be operated on streets of posted speed limit in excess of 25 mph
  • Is not prohibited from crossing any public highway, street, road or alley.
  • Cannot be operated between Sunset and Sunrise
  • Must have at least one rear view mirror
  • Must comply with noise and muffler requirements as set by KSA 8-1739
  • Must have liability insurance coverage
  • Driver must possess a valid, unrestricted driver’s license.
  • Comply with all traffic rules and regulations
  • Must display a slow moving emblem on the rear of the vehicle
  • Must register with the police department
  • Registration decal must be visibly displayed on the rear of the golf cart

Work Site Utility Vehicles

Work Site Utility Vehicle
Defined as: any motor vehicle which is not less than 48 inches in width, has an overall length, including the bumper of not more than 135 inches, has an unladen weight, including fuel and fluids, of more than 800 pounds and is equipped with four or more low pressure tires, a steering wheel and bench or bucket type seating allowing at least two people to sit side-by-side and may be equipped with a bed or cargo box for hauling materials.

Requirements

  • Cannot be operated on streets of posted speed limit in excess of 25 mph
  • Is not prohibited from crossing any public highway, street, road or alley.
  • Operation only between sunrise and sunset unless equipped with lights
  • Must have at least one rear view mirror
  • Must comply with noise and muffler requirements as set by KSA 8-1739
  • Must display a slow moving emblem on the rear of the vehicle
  • Must have liability insurance coverage
  • Driver must possess a valid, unrestricted driver’s license
  • Comply with all traffic rules and regulations
  • Must register with the police department
  • The registration decal must be visibly displayed on the rear of the WSUV

Micro Utility Vehicle

Micro Utility Vehicle
Defined as: any motor vehicle which is not less than 48 inches in width, has an overall length, including the bumper of not more than 160 inches, has an unladen weight, including fuel and fluids, of more than 1500 pounds, can exceed 40 miles per hour and originally manufactured and is manufactured with a metal cab.

Requirements

  • Cannot be operated on streets of posted speed limit in excess of 25 mph
  • Is not prohibited from crossing any public highway, street, road or alley.
  • Must comply with equipment requirements under KSA Chapter 8, Article 17
  • Driver must possess a valid, unrestricted driver’s license.
  • must have liability insurance coverage
  • Comply with all traffic rules and regulations
  • Must register with the police department
  • The registration decal must be visibly displayed on the rear of the Micro Utility Truck
