Review the Preliminary Plat of the Course at Green Valley 10th Addition.
Kenny Hill of Poe and Associates, representing the applicant said the Green Valley 10th Addition plat fills in all of the area that has not been platted in the residential part of Green Valley east of the golf course. There are patio homes on this plat that weren't originally planned for this area but an amendment was approved last year to allow them. Mr. Hill said that all changes would be made to comply with all staff comments.
Kenny Hill said that the only item of contention from the Subdivision Committee meeting was the parking on Threewood Court. The developer told Mr. Hill that he wanted to use Reserve G for landscaping and thought that parking in this area would be a detriment to the plan. After the Subdivision Committee meeting the developer said he would use Reserve G for parking if that is what the Planning Commission wanted. Mr. Hill also had discussions with the owner about parking along Onewood Court. The owner said that parking in this area would be too close to the rear doors of these houses.
Quentin Coon asked if there were any sidewalks in this addition. Kenny Hill said there are not sidewalks on cul-de-sac streets, only on collector streets. Lynn Heath said there is a sidewalk on Onewood Drive.
Keith Zinn asked if all these homes would be of the same architecture. Kenny Hill said he did not know and that it would be up to the developer.
Keith Zinn asked Jeff Bridges if the City Council approved this area to be restricted to senior citizen housing. Jeff Bridges said that it was not restricted.
Keith Zinn asked Jeff Bridges if all these homes would be of the same architecture. Mr. Bridges said that is an issue for the developer to decide. Kenny Hill said there is nothing in the PUD text for a requirement for similar architecture.
Les Mangus said there were no restrictions placed on this zoning case when it was heard in December of 2002.
Keith Zinn asked if there would be a brick wall built to screen between the R-2 and R-4 zoning districts. Kenny Hill said that there is a 6' fence required by the PUD in this area and that behind Lot 10 the fence would be wrought iron.
There was general discussion about the lot and block numbers on the plat.
Les Mangus said that on the south side of this development a change has been proposed since the Subdivision Committee to redraw the property line in a "z" where it used to be straight This is to preserve the wooded draw as a buffer between the patio homes and the B-4 zoning from that point out to the highway. Les said that makes some of the lots "odd" shaped but he thinks this is the right thing to do being a natural buffer. Kenny Hill said this would match the drainage in this area.
Lynn Heath asked if Reserve A is the creek. Kenny Hill said that it is.
Clark Nelson asked if there were any other changes made from the Subdivision Committee. Les Mangus said that Westar Energy sent a letter requesting some additional easements and Kenny Hill is working this issue out with them.
