The
Site Plan Review Committee met January 2, 2002 at the Andover Central Park
Lodge located at 1607 E. Central, Andover, Kansas. Members in attendance were
Doug Allison, Larry Crouse, Shawn King, and Charles Malcom. City Council
liaison Charley Lewis was in attendance. Also in attendance were Jeff
Bridges, City Clerk/Administrator, Les Mangus, Zoning Administrator, and
Wilma Stoltz, Administrative Secretary

The meeting was called to order by Chairman Doug
Allison at 6:25 p.m.

Review of the minutes of the
December 4, 2001 meeting. Motion by Charles Malcom to approve the minutes as
presented. Larry Crouse seconded the motion. Motion carried 4-0.

and staff reports: There were none

Entry Monument Plans for the 13th Street
Bicycle/Pedestrian Path project.
Discussion followed regarding orientation of the monument and varieties of
screening trees to be planted. Larry Crouse made a motion to have the sign
oriented North to South with trees for screening. Tree type to be determined
later. Charles Malcom seconded the motion. Motion carried 4-0.

SP-2001-05 Review the
Final Site Plan for the Countryside Pet Resort project at 1936 N. Andover Rd.
Applicant was not present. Moved to end of agenda.

SP-2001-10 Review The
Site Plan for the Irrigation Pump House at the Green Valley Greens Municipal
Golf Course. Les Mangus presented information that the golf course
irrigation was going to be done with water from the lake. There are three
sources of water to use for irrigation. These are storm runoff, well, or
connect to the City of Wichita water. The building would be a +16’ square
building stained to match existing buildings. The roof would be a hipped
composition design with color to match existing buildings. Larry Crouse
wanted to know if there would be plans in the future to expand the golf
course. Les Mangus said there was no room to expand the Municipal Golf
Course. Larry Crouse made a motion to accept the project as presented.
Charles Malcom seconded the motion. Motion carried 4-0.

SP-2001-11 Review the
Site Plan for the Caywood Entry Feature located ½ mile south of 21st Street at the intersection of 159th Street and Basswood. Randy
Johnson from Caywood Development LLC presented information on the project.
Randy Johnson said the feature would be located in an island on Basswood Street with the existing trees along 159th St. to remain. Discussion
followed on the type of plants to be used. Randy Johnson said the base for
the wooden sign has been changed to metal. Chicago brick would be used
around the sign base. Discussion followed as to the finish of the sign
face. Larry Krause wanted to know if there would be irrigation in the
island. Randy Johnson said the entry feature would be turned over to the
owners association after it was completed and the Homeowners Association
would be responsible for watering the plants. Larry Crouse made a motion to
accept the plan with the exception that the plants would be Crimson Pygmy
instead of Rose Glow Barberry and Golden Victory for Crepe Myrtle and that
irrigation be included in the project. Charles Malcom seconded the motion.
The motion carried 4-0.

SP-2001-05 Review the

Applicant not present. Larry Crouse made a motion to table the item so that
the applicant could be present. Shawn King seconded the motion. The motion
carried 4-0.

Member items. Doug Allison wanted to know if there was
a telephone number that any member could call if they are going to be late
for the meeting. Jeff Bridges said a number would be put on the next agenda
to be sent out. Charley Lewis reported that there was a street light out on Birch Ct. Wilma Stoltz will report this to KGE.
