The
Site Plan Review Committee met for a regular meeting on Tuesday, October 3,
2006 at the Andover Central Park Lodge located at 1607 E. Central, Andover,
Kansas. Chairman Doug Allison called the meeting to order at 6:04 p.m.
Members present were Jason Mohler, Don Kimble, Larry Crouse, and Clark Nelson. Others in attendance were Les Mangus Director of Public Works and Community
Development, Deborah Carroll Administrative Secretary, and Jeff Bridges City Clerk/Administrator. Members absent were David Martine,

Review
the minutes of the Site Plan Review Committee meeting of September 5, 2006.
Clark
Nelson made a motion to approve
the minutes as presented. Jason Mohler seconded the motion. Motion carried
4/0.

Review the minutes of the Sept.
5, 2006 Site Plan Committee.

Communications:
Review the minutes of the September 12, 2006 Subdivision
Committee Meeting. The minutes were received and filed.
Review the minutes of the September 19, 2006 Planning
Commission Meeting. The minutes were received and filed.
Review the City Council minutes from the September
12, 2006 and August 29, 2006 meetings. The minutes were received and
filed.
Review
the Potential Residential Development Lot Report.

SP-2006-19:
Review the signage plan for the Kansas Medical Center located at 1124 W. Andover Road.
From
Les Mangus memo: The proposed wall signage for the Kansas Medical Center
located at 1124 W. 21st street is well within the 5% limit for
wall signage. A monument sign is proposed sometime in the future. Staff
supports the wall signage plans as presented.
Michael
Bankston of TriMark Signworks presented the sign plans. He said there will be
2 signs, 1 primary identifier “Kansas Medical Center” which will have a beige
background with the gray letters. This sign will be internally illuminated,
halo lit, with letters mounted on a raceway.
Larry
Crouse arrived at 6:06 p.m.
Jason
Mohler asked Les if this signage meets
city regulations. Les said yes it does.
Michael
Bankston stated the second sign is an internally illuminated sign which will
be installed at the emergency entrance as an identifier to that specific
“Emergency” use. The face of the lettering is red with 12” copy mounted on a
raceway.
Don
Kimble made a motion to approve
the signage plan as presented. Clark Nelson seconded the motion. Motion
carried 5/0.

SP-2006-19: Review the
signage plan for the Kansas Medical Center located at 1124 W. Andover Road.

SP-2006-20:
Review the signage plan for Dr. Kevin Allen’s Andover Family Chiropractic
located at 229 N. Andover Road.
From
Les Mangus memo: During the review of the Pergola Place retail center no
plans for tenant space wall signage were reviewed, each tenant is responsible
for approval of wall signage plans. The proposed wall signage does not exceed
the 5% maximum. Staff supports the wall signage plans as presented.
David
Vernia of George Lay Signs presented the sign plan. He said these letters are
internally illuminated with plastic faces with the logo to be installed on
the shopping center of Pergola Place. David said there will also be some
vinyl copy on the tenant panel out front.
Don
Kimble made a motion to approve
the signage plan as presented. Clark Nelson seconded the motion. Motion
carried 5/0.

signage plan for Dr. Kevin Allen’s Andover Family Chiropractic located at 229 N. Andover Road.

SP-2006-22:
Review the monument sign plans for the Kansas Medical Center located at 1124 W. Andover Road.
Darrell
Andres of Donlinger & Sons presented the additional agenda item. He said
the monument sign will be pre-cast which will match the building. There will
be a concrete foundation with accent color and planter boxes on the sides.
Jeff
Bridges arrived at 6:10 p.m.
Darrell
Andres continued to explain the copy of “Kansas Medical Center” will be 14”
tall cast into the concrete. The lettering will be painted black. The sign
will be illuminated with lights in the planters. The sign will be landscaped
as shown in the submitted plans.
Don
Kimble asked if the colors of the sign
would match the building. Darrell said yes it will with black lettering that
will contrast.
Don
Kimble asked why color elevations were
not submitted. Darrell said he would be willing to get some and submit them
to staff.. Don Kimble said that would be fine.
Doug
Allison asked if the planting choices
were reasonable. Larry Crouse said the Japanese Red Lace Maple trees would
not survive due to the wind and direct sunlight. General discussion
continued. Larry Crouse suggested they plant Redbud, Hawthorne, or small
Crabapple. He said the Sergeant Crabapple would only grow 15’ tall.
Larry
Crouse made a motion to approve this monument sign as presented with the suggestion
to replace the Japanese Red Lace Maple trees with Redbud, Hawthorne, or
small Crabapple variety. Clark Nelson seconded the motion. Motion carried
5/0.
