This year the City of Andover will be creating our next 10-year comprehensive plan. A comprehensive plan forms the basis for policy decisions regarding things like housing, recreation, land use, utilities, and transportation.
In order to include as much input from the public as possible, we will be using the Community Voice to post Ideas to gain input. Check back regularly to see what Ideas have been added. You can comment on these Ideas as we post them so your comments (and others') are part of an ongoing discussion. You can also add your ideas as new if you have feedback to share with regard to the Comprehensive Plan that doesn't necessarily fit within any of the posted "Ideas."

Would like to see a safe viable solution implemented for a pedestrian crossing from North to South Andover across highway 54 (Kellogg). This could be a pedestrian bridge, tunnel or if it proves safe a “regular” crosswalk. This would allow individuals who do not have or chose not to use motor vehicles a safe way to cross this very busy highway.

At least 25% of the revenue created annually will be utilized to provide property tax relief for Andover residents. The remaining dollars generated by the Sales Tax will fund various Capital Improvement Projects. Without this revenue source it is unknown when/if these projects will occur. These are the current CIP needs:
a) New Street Shop
b) Central Park Bathrooms
c) Mini-Park Play Equipment
d) 13th St. Parking Lot Lights
e) Central Park Picnic Shelter
f) Police Department Parking Lot Lights
g) Central Park Amphitheater
h) 13th St Ball Diamond Remodel
i) Purchase of Park Land South of US54
j) Fire Truck (75’ Quint)
k) Burial of Power Lines along Andover Road
l) Fire Station South of US54
m) Remodel Police/Court Basement
n) Other

I urge residents to look beyond the smokescreen of a potential property tax relief and look at the real issues. Do we really want to add a sales tax with no sunset? Do we really want to endorse a sales tax without a clearly defined scope of work? I am all for moving the city forward and I would support a sales tax, however, I will not support a blank checkbook. And I will not support a blank checkbook when there are not clearly defined projects and scopes of work. Ask your elected representatives to do their job and their homework give us a defined package to vote on with an end. I have no problem with them asking me every 4-5 years for a sales tax, I do not like a never ending tax that once is approved we have very limited control on where the money is spent. We will be threatened with property tax increases, however, I would ask our representatives to look at this issue and present it in a manner all can support, give us a sunset and give us a defined project list.

The Parents and children of Sunflower and ACMS/ACHS really need to have a left hand turning lane or light on Andover Rd and Douglas Intersection. While waiting for through traffic, usually only one car can turn left in front of oncoming traffic during the time before school starts. It causes time constraints for parents using the proper procedures for Sunflower car rider traffic flow pattern as well creates a safety issue when both north and southbound traffic need to turn left.

Many of the surrounding towns have splash pads. My family and I recently moved from Broken Arrow Oklahoma and splash pads are very common in the parks there. Central Park in Andover would be an excellent place to have a splash pad. This will enhance the area and would be attraction to visitors and also people looking to move into the area with families

For example have to have them chipped, fixed, registered to the city and can not have more then two in a house hold. As of 5/14/14 the Andover YMCA has 180 kids signed up for T-ball and roughly 130 for 6-7 year old baseball. Our town simply does not have enough fields to handle practices for all these teams. While more fields for younger kids would be the ideal solution I would settle for the city installing some backstops around Central park. There are huge open areas that could handle multiple teams but without a backstop it is hard to practice.

As of 5/14/14 the Andover YMCA has 180 kids signed up for T-ball and roughly 130 for 6-7 year old baseball. Our town simply does not have enough fields to handle practices for all these teams. While more fields for younger kids would be the ideal solution I would settle for the city installing some backstops around Central park. There are huge open areas that could handle multiple teams but without a backstop it is hard to practice.
