1. How do I provide feedback (Positive or Negative) about an employee of the Andover Police Department?

Just as we recognize that conflicts between citizens and agency employees can arise, we also realize that there are times when employees go above and beyond the call of duty.

2. Where and how can I pay for a ticket?

At the Andover Municipal Court located in City hall at, 1609 E Central, during business hours or online at www.andoverks.com

3. Do we provide fingerprinting services to the Community?

Yes, if you live or work inside the Andover City Limits. Additionally, there is no fee for this service.

4. What are the minimum qualifications to become a police officer for Andover.

Minimum qualifications include high school or GED diploma, 21-years of age at time of appointment, no criminal record, possess a valid Kansas driver's license; typing test, physical agility test, written aptitude test, polygraph, extensive background check, interview board, drug screen, physical and psychological testing.

The Andover Police also has the following list of automatic disqualifiers:

Applicants will be eliminated from the process if they have falsified, intentionally misrepresented, or have not been completely truthful or have not fully disclosed ALL information requested on a questionnaire, document, or application in any part of the pre-employment process.
• Applicants must satisfy all requirements as set forth in Kansas Statute 74-5605 (must be a Citizen of the United States, must be at least 21 years of age, must be the holder of a high school diploma or equivalent achievement, i.e. GED, is of good moral character and free of any physical or mental condition which might adversely affect the applicant’s performance as a police officer.)
• Applicants must satisfy all requirements as set forth by the City of Andover (applicant must not have a tattoo or brand, other than cosmetic tattoos, that would be visible to the public while on-duty in uniform or in civilian attire. Applicants with tattoos that are visible must agree as a condition of employment, that they would remove or cover the tattoo whenever on duty.)
• If military service has been rendered your DD214 must reflect a separation code and an honorable discharge or a discharge under honorable conditions.
• No convictions for any misdemeanor crimes involving morals, drugs, or weapon charges in the past five years.
• Must not have used, bought, possessed, sold or assisted in the distribution of marijuana in the past two years.
• Must not have used, bought, possessed, sold or assisted in the distribution of illegal or non-prescriptive steroids in the past three years.
• Must not have used, bought, possessed, sold or assisted in the distribution of any felony level drug or controlled substance, i.e. cocaine, heroin, LSD, ecstasy, fentanyl, hashish, mushrooms; opium, methamphetamine, etc. in the past 10 years.
• No convictions or involvement of any misdemeanor crimes of violence, or use of physical force or threats, during the past five years.
• Has not been convicted, does not have an expunged conviction, and has not been placed on diversion by any state or federal government for a misdemeanor crime of domestic violence or its equivalent under the uniform code of military justice, when such misdemeanor crime of domestic violence was committed on or after May 22, 1997.
• No convictions or involvement in misdemeanor property crimes within the past three years.
• May not have been convicted of, plead guilty or not contest to, or been diverted on a serious traffic violation within the past five years. Serious traffic violations to include, but not limited to DUI, reckless driving, hit and run, vehicular homicide, and eluding a police officer.
• May not have been convicted of, plead guilty or no contest to or been diverted on no more than two moving traffic violations within the past year.
• No convictions, diversions or expungements of any felony crime including juvenile offenses.
• Must not be currently charged with or under indictment of any criminal activity other than minor traffic violations.
• As an adult or juvenile may not have been convicted of a crime involving an act of dishonesty, include but not limited to theft, fraud, false police reports etc.
• If previous law enforcement experience has been rendered, must not have received discipline for a sustained violation of dishonesty to include but not limited to, lying, falsifying reports or documents, illegally obtaining narcotics, courtroom testimony/credibility.
• Applicants with background under Brady/Giglio rulings will not be considered.
• This list is not inclusive. An applicant may also be disqualified if the totality of their circumstance indicates that he/she would not be suitable as a police officer.

5. What can I do about traffic concerns in my neighborhood?

If you have a concern with traffic in your neighborhood such as speeding vehicles, you can contact the Andover Police Department at 316-733-5177 to report the issue immediately. All other issues can be handled by our Traffic Safety Coordinator, Lt. Lance Parker, who may select additional traffic enforcement options, including placing the radar equipment out in the area of concern. For more information, please contact Lt. 6. Are Andover’s dog parks open to anyone, including non-residents?

The City of Andover’s two dog parks, both located in Central Park, are open and free to use by residents and non-residents of Andover. However, only dogs with a current City of Andover registration/license are permitted inside either of the City’s two dog parks. 7. What are the rules for dogs in Andover?

Per City Ordinances 2-301 through 2-305, all dogs in Andover over the age of six months must have a current rabies vaccination, must be registered with the City of Andover, and have a City license tag affixed to the dog’s collar. Per City Ordinance 2-401, dogs are not allowed to run at large in the City and must be on a leash whenever off of their property and not inside of a vehicle. Additionally, only dogs with a current City of Andover registration/license may use either of the City’s two dog parks.

8. How and where can I register my dog with the City of Andover?

Dog license and registrations are available 24-7 at the Andover Police Department (909 N. Andover Rd.) or at participating veterinarians in Andover. 

To obtain a dog registration/license, you will need 

1) your name and address, along with the dog(s) name, breed, and gender. 

2) Proof of rabies vaccination with expiration date (License is valid for the duration of the rabies vaccination). 

3) $15 cash or check ($10 with proof from a licensed veterinarian that the dog has been spayed or neutered). 

4) You may also provide a microchip number and/or picture to help in the identification of your dog should it be needed.

9. How many officers does the Andover Police Department have?

The Andover Police Department is comprised of 26 sworn officers, including a Chief of Police, a Captain, 6 Lieutenants, 4 Sergeants, 2 detectives, 4 School Resource Officers and 8 police officers. Additionally, the department has 8 civilian employees that include an Administrative Assistant, a Communications Director, a Records Custodian and 5 Communications Officers (dispatchers).

10. What hours are the police department open?

24 hours a day, 7-days a week, including holidays. City Sign Policy

11. What is the curfew in Andover?

11 PM Sunday through Thursday, and 12 AM on Friday and Saturday night.

12. Does this police department permit citizens to ride with police officers?

Yes, citizens who would like to ride with an officer must complete a “Waiver of Liability” form and have approval from the Watch Commander prior to the ride-a-long. Additionally, if the observer/rider is a juvenile (under the age of 18), the form must be completed by their parent or legal guardian. The ride along is limited to three (3) hours.

13. How do I get a Protection from Abuse (PFA) or a Protection from Stalking (PFS) order?

The protection from abuse process is designed to provide quick and immediate protection, however, certain requirements must be met before a PFA or PFS can be issued. You may seek a PFA or PFS for yourself, for yourself and your minor children or for only your minor children if:
1. Each person for whom protection is sought is in, or has been in, an “intimate partner or household member” relationship with the defendant.
2. Each person needing protection has been abused, attempted to be abused or threatened.
3. You are willing to testify to the allegations in an open court.
The process for obtaining a PFA or PFS can be overwhelming and intimidating. We encourage those who feel they qualify for a PFA or PFS to contact a Victim Advocate at the Family Life Center Safe House of Butler County by calling 316-321-7104 before seeking a PFA or PFS on their own. The Victim Advocate will walk you through the process and assist you with obtaining a PFA or PFS.

14. I have an old cell phone that no longer has service can I still call 9-1-1?

Yes all phones are still capable of dialing 9-1-1 even without service. As long as the phone has a battery and it is charged it will call in an Emergency. With this in mind the Andover Communications Officers request that if you give your small child an old cell phone please remove the battery from it as children playing with phones tend to dial all kinds of numbers and we receive frequent calls of this nature. But if it does happen don’t worry and just stay on the line and let the dispatcher know it was an accident, they are very understanding.

15. What are the rules for restricted driver’s licenses?

A driver with a Restricted License may drive at any time when accompanied by an adult, 21 years of age or older, who is the holder of a valid commercial driver's license, class A, B or C driver's license and who is actually occupying the seat beside the driver." 16. Why do I sometimes get asked to hold when I call 911?

In Andover there is normally only one Dispatcher on duty at a time and they may be helping someone else when you call. If your call is a non-emergency or a lower priority call, you may be asked to hold while the Dispatcher is helping the higher priority call.
